Seeing 'patching exception' when applying JBoss EAP patch in Windows

Issue

• While applying EAP 6.4 CP 15 patch it throws 'patching exception'

• When I tried to apply a 6.4.9 patch on top of JBoss EAP 6.4.0 from its JBoss EAP home, I'm running in to "patching exception". It was extracted from the zip file under Windows 10.
