Horizon missing Admin tab for admin user in Red Hat OpenStack Platform

Issue

Very inconsistent behavior is observed in OpenStack Horizon dashboard. The Admin tab in the dashboard is missing when a user logs in to dashboard as admin user. The issue can be fixed by going to the Identity tab and setting admin as active project.

The dashboard keeps losing the Admin tab for admin user periodically.
