[Satellite 5 ] Taskomatic does not report repo sync failure via mail to users

Issue

• The repository synchronization is running via taskomatic and the errors are getting logged but the users allowed to get the notifications are not getting notified about the error.
• Users not getting email for the notification about the errors in repository synchronization via taskomatic.
