Why do I get "Error: Activation keys cannot be used with --auto-attach" when installing openstrack ?

Issue

While installing openstack the following error appears:

Error: Activation keys cannot be used with --auto-attach

Disabling autoattach seems to have no effect

parameter_defaults:
...
  rhel_reg_auto_attach: "False"
...
