Issue

Cannot launch instance in a DPDK compute node - failed to bind socket to /var/run/openvswitch/: Permission denied in Red Hat OpenStack Platform

When a new nova server is booted, the following permissions issue shows in nova logs:

2017-05-29 17:21:33.839 3010 ERROR nova.compute.manager [instance: <UUID>] libvirtError: internal error: process exited while connecting to monitor: 2017-05-29T17:21:33.527004Z qemu-kvm: -chardev socket,id=charnet0,path=/var/run/openvswitch/<ID>,server: Failed to bind socket to /var/run/openvswitch/<ID>: Permission denied

Red Hat OpenStack Platform 10.0
Red Hat OpenStack Platform 11.0
Open vSwitch 2.6.1
