AH00485: scoreboard is full, not at MaxRequestWorkers

httpd-2.4.6-45is giving below scoreboard full error with event MPM in use, Is this related to https://bz.apache.org/bugzilla/show_bug.cgi?id=53555? Is there fix available for this?
