Instance connectivity issues when disabling security groups and port security explicitly in heat templates

Issue

• When setting properties security_groups to null and port_security_enabled to false for a OS::Neutron::Port resource type in a heat template, instance is inaccessible.
• When these two properties are not explicitly specified in the OS::Neutron::Port resource definition, instance can be accessed normally.
