Failed to start service jboss.jacorb.poa-service.namingpoa is seen during the start up of jboss

Issue

The following error is seen when jboss is started up. ERROR [org.jboss.msc.service.fail] (MSC service thread 1-2) MSC000001: Failed to start service jboss.jacorb.poa-service.namingpoa: org.jboss.msc.service.StartException in service jboss.jacorb.poa-service.namingpoa: org.omg.CORBA.PolicyError: IDL:omg.org/CORBA/PolicyError:1.0

After this deployments fail to deploy. This happens on vms that were previously using 6.4.9 that were upgraded to 6.4.14.

We are experiencing this on a rhel6 virtual machine that previous used 6.4.9 and was upgraded to 6.4.14
Behaviour happens everytime jboss is restarted.
