CXF endpoints not getting registered in Fabric registry / not exposed by HTTP Gateway

Issue

In one of our Fabric managed container we deploy a couple of bundles that all create and expose CXF based REST or Web Service endpoints. These endpoints need to be exposed by the Fabric HTTP Gateway to external clients.

However we notice that on container restart or corresponding Fabric profile update only a subset of endpoints get exposed by the Fabric HTTP gateway.
