Why does the "rewrite_header Subject" option in Spamassassin does not replace the subject of a spam e-mail?

Issue

When using the following tag in Spamassassin configuration:

" rewrite_header Subject "

It only prepends the desired text to the subject instead of replacing it with the text (or it creates a subject with the desired text if the mail has none).
