The log messages does not get append to client.radosgw.log log file for radosgw after log rotation in RHCS

Issue

• Why client.radosgw.log log file is not getting created after log rotation.
• Why radosgw related log messages are not getting appended to client.radosgw.log file after log rotation.
• The ragosgw service needs to be restarted everytime after log rotation to resolve logging to client.ragosgw.log file.
