Live Migration Stuck on Guest Instance

Issue

• We are attempting to live migrate a guest instance that appears to dirtying memory faster than it can copy it to the new hypervisor.

• We worked with the tenant owner to stop the services on their VM so that the migration could complete however it is still showing as "migrating" even though the migration has completed and the VM is seen as running on the new hypervisor:

$ virsh list | grep instance-0001473e
 369   instance-0001473e              running

and is no longer running on the old hypervisor:

$ virsh list | grep instance-0001473e
