Why SPM keeps switching to different hosts with error "Failed to update OVF disks, OVF data isn't updated on those OVF stores"

Issue

• SPM keeps switching to different hosts with error Failed to update OVF disks, OVF data isn't updated on those OVF stores.
• The event log in RHV-M continuously shows below error.

VDSM host command failed: Logical Volume extend failed

• The environment is not stable and host is going into connecting status.
• Many storage related tasks like live migrating a disk, creating new disks etc. are failing with same error.
