Is there a way to integrate RHEL6 cgroups into MRG 2.x?

Issue

• We would like integration between RHEL6 cgroups and MRG 2.x such that condor_starter does something like create a cgroup and then start other child processes in it, adjusting the size of the container to match request_memory, adjusting CPU affinities to potentially give teeth to request_cpu, etc.
