DPDK Update Failing in Red Hat OpenStack Platform 10

Issue

Trying to add DPDK functionality to an existing OSP 10 deployment according to the DPDK configuration guide

After running a stack update, one sees the following error:

 ERROR: Failed to validate: Failed to validate: resources[0]: Failed to validate: resources.NodeUserData: The Parameter (servers) was not provided.",
