Why do I receive [Errno 14] PYCURL ERROR 7 - "couldn't connect to host" when running yum commands in Red Hat Enterprise Linux?

Issue

• When running # yum update I get the below error message

• After registering a system using Red Hat Subscription Manager, yum commands such as update and list fail with an error:
