Why won't my network bridge start?

Issue

Why are we seeing the following message in our ActiveMQ log:

2012-11-30 07:51:12,290 | WARN  | Could not start network bridge between: vm://XXX?async=false&network=true and: tcp://X.X.X.X:60742 due to: java.net.ConnectException: Connection refused | org.apache.activemq.network.DiscoveryNetworkConnector | Simple Discovery Agent-3261
