Impact to service when Neutron's quota value is set to 0
Issue
- Can I set 0 to quota_router or quota_floatingip on Neutron so that users can not use L3router or FloatingIP?
- If I can do so, the user won't be able to set L3 router or floating IP as we expect?
- In that case, is there any negative effect to the use of pre-created routers and floating IP?
