RHV: vdsm does not start after system crash
Issue
- vdsm will not start after host rebooted by power management.
- vdsm does not start after host crash.
- virsh command also hangs.
- libvirtd seems to be running, but doesn't respond.

- Red Hat Virtualization 3.x, 4.0
- Red Hat Enterprise Linux 7.2
- libvirt-daemon-1.2.17-13.el7_2.5.x86_64
- vdsm-4.17.33-1.el7ev.noarch
- ebtables-2.0.10-13.el7.x86_64
