Run VM failed with message: "Impossible to run VM. There is no host which could meet up with the registered constraints"

Issue

Run VM failed every time with following message:

Impossible to run VM. There is no host which could meet up with the registered constraints. See the following for more details:The host could not meet up with the filter Memory of internal type because its exchange value (swap) was illegal.
