How to move neutron L3 and DHCP agents after failure of a neutron node in Red Hat OpenStack Platform?

One of the neutron nodes failed. This desing is not using High Availability. How to move neutron L3 and DHCP agents to one of the remaining neutron nodes? This is Red Hat OpenStack Platform >= 6
