OpenSSH continues to hand out DISPLAY numbers after running out of ports

Issue

• When connected with ssh -X, the OpenSSH server will verify if a display number and port is available.\
  • Once it runs out of ports, the server continues to hand out more DISPLAY numbers anyway, causing connected users to not be able to obtain a DISPLAY
  • Multiple users are connecting from unique IP addresses, but they share the same user ID.
