Why does the gluster snapshot create fails with "rebalance process is running for the volume" error even though there is no rebalance process running?

Issue

gluster snapshot create command fails with below error, though the gluster volume rebalance status shows no running session.
```
snapshot create: failed: rebalance process is running for the volume <volname>
Snapshot command failed
