Named service fails to start and getting connection refused errors.
$/etc/init.d/named start
locating /var/named/chroot//etc/named.conf failed: [Failed]
$/etc/init.d/named status
rndc: connect failed: 127.0.0.1#953:connection refused
named is stopped
