rgmanager not checking service state or recovering a service with a resource that has failed

Issue

• A managed resource script is not being checked
• A component has stopped working and was not detected by rgmanager. Invoking the script manually with 'status' returns correctly the failure status (1), yet running clustat will report that the service is "Started".
• rgmanager not relocating the service with clusvcadm; it returns no further content
