[Satellite6] When subscription expires, Content Host lost their subscriptions and rhsmcertd is auto-attaching available subscriptions from the pool

Issue

• When subscription expires, Content Host lost their subscriptions and rhsmcertd is auto-attaching available subscriptions from the pool.
  This causes unintended available subscriptions (example OpenShift, JBoss EAP, etc.) providing the RHEL base repo to be attach on the system.

• There is no seamless way to get a Content Host from being Active (Green) to Active (Green) during subscription expiry to subscription renewal window.

• Activation keys assigned with DERIVED subscriptions become unusable when Host subscription expired.
