Red Hat Virtualization (RHV) 4.0 - can only connect to the Administration Portal and User Portal via FQDN

If you try connecting to the Administration Portal or User Portal via IP addresses, an authorization error returns:

The client is not authorized to request an authorization. It's required to access the system using FQDN.

You must use a resolvable host name to connect to the Portals. As a workaround, use /etc/hosts for name resolution.
