On overcloud controller node, SSH config gets modified after node reboot

Issue

• The setup is deployed using Red Hat Director. I want to set PasswordAuthentication = yes on overcloud node(/etc/ssh/sshd_config). But, after rebooting the node, value gets restored to PasswordAuthentication = no.
• PasswordAuthentication parameter gets modified in /etc/ssh/sshd_config after restarting a node by shutdown -r now. PasswordAuthentication should be set to yes but after reboot it is set to no.
