How can I automate a permission set for my usb device under /proc when I plug in a usb device to my Red Hat Enterprise Linux 4 and 5 ?

Issue

When a usb device is plugged in to Red Hat Enterprise Linux 4 or 5, kernel detects it as an event, create a file under /proc/bus/usb/usb-port#/usb-device# and assign 0644 permission to the file.

This permission needs to be changed from 0644 to 0660 and be automatically done as plugging the device.
