Satellite 6.2 upgrade fails with `Upgrade step start_tomcat failed` despite tomcat started promptly

Issue

  • upgrading Satellite 6.1 to Satellite 6.2
  • satellite-installer --upgrade repeatedly fails on step start_tomcat with error Some services failed to start: tomcat
  • tomcat / capatina was launched promptly, i.e. not hitting this issue

Environment

  • Red Hat Satellite 6.2
    • being upgraded from 6.1 or even 6.0
  • set up HTTP(S) proxy on Satellite
