OpenShift 3.1 running a 3.2 version router.

Issue

• I need features from the 3.2 router but can not update my environment to from 3.1 to 3.2
• I see the following error in the router logs: error reloading router: wait: no child processes
• Router is reloading to often due to bug 1320233 - haproxy is reloaded every 10 minutes N-times for N endpoints
• Can I get a fix in 3.1 for Bug 1353744 - Router slow in loading routes to haproxy config
