RHEL7: How to persistenly disable Ipv6 in Linux namespaces

Follow the instructions in https://access.redhat.com/solutions/8709#rhel7disable
After rebooting new namespaces that are created will also have IPv6 disabled.
# ip netns exec test2 sysctl -a|grep disable_ipv6
#
Note: there is no link local Ipv6 IP address configured.
