RTC configured in localtime, applying delta of xxx minutes to system time

Issue

• systemd[1]: RTC configured in localtime, applying delta of 540 minutes to system time.
• When should RTC be saved in localtime.
• During system reboot (especially after applying system or kernel updates), the system clock rolls backward by several hours (equivalent to the local timezone offset, e.g., 6 or 7 hours).
• The chronyd service fails to synchronize or experiences significant time drift because the system time discrepancy is too large.
• In virtualized environments (such as VirtualBox), guest VMs experience similar time rollbacks or NTP sync failures upon reboot because they inherit the host's incorrect local clock setting.
