Form name gets garbled on Windows when it is generated for Japanese name task

Issue

In case that Business Central is running on Windows.
If form is generated by [Edit Task Form] icon of the task and if task name is Japanese(i.e. multi-bytes), generated form name is garbled.

This happens on Windows even if -Dfile.encoding=UTF-8 is specified for BPMS(EAP) correctly.
On the other hand, this does not happen on Linux.
