Registering by subscription-manager fails with "Terms and conditions" warning even though it is already accepted

Issue

• Registering by subscription-manager fails with "Terms and conditions" warning but "Terms and conditions" is not available on Customer Portal.
• Subscribing by subscription-manager fails with "Terms and conditions" warning but "Terms and conditions" is not available on Customer Portal.

You may have to log out of and back into the Customer Portal in order to see the terms.

• The "Terms and conditions" has already been accepted with the account.
