tcp_cubic: better follow cubic curve after idle period
Issue
- Cubic congestion control bug in Linux kernel TCP.
- What's the status re: relevance for this to different RHEL versions as well as status re: fixes for this across different RHEL versions?
- TCP connections transfer unacceptably slow after long application idle period
- TCP window shrinks to 64 bytes, cwnd stays very small and never grows

- CUBIC TCP congestion control algorithm (default)
