Satellite-sync does not sync missing packages or Package details page shows "Missing File"

Issue

  • Package details page shows "Missing File" instead of download link.

  • satellite-sync gives the following output, which is not true:

    <time> Downloading rpm packages
    <time>    Fetching any missing RPMs: <channel> (NONE MISSING)

  • satellite-sync --force-all-packages also fails.
