Why do I get "Cannot run VM. There are no available running Hosts with sufficient memory in the VM's cluster." error message trying to run a new VM?

Trying to run a new VM, I get the error:
Cannot run VM. There are no available running Hosts with sufficient memory in the VM's cluster.
