Configuring Database to Use SSL does not work resulting in Permission Denied

Issue

The instructions at SSL for Appliance Database do not appear to work When setting the following parameters server fails to start with error:

2016-05-31 11:45:54 GMT::574d7972.3939:@:[14649]:FATAL:  could not load server certificate file "/var/www/miq/vmdb/certs/server.cer": Permission denied
