No, Red Hat kernels are not vulnerable to this hang.
Many users of upstream kernels encountered a system hang at exactly midnight on June 30, 2007. This was caused by a bug in the kernel's handling of leap second insertion, which evidently was wrongly triggered by NTP. The problem was introduced in the 2.6.19 kernel in the clock_was_set()
