Why "cinder backup-create" takes too much time to complete if swift is used as the back-end storage?

Issue

• cinder backup-create for a volume takes more time than expected to transition from 'creating' to 'available' which is not acceptable in a production environment.
• Swift is configured as the storage back end for cinder backup whereas cinder itself uses Hitachi storage for volumes suing Hitachi driver.
