JBoss EAP domain controler process and CPU cores

Issue

• Does domain controller process counts toward the CPU core count in the JBoss EAP subscription ?
• Suppose if someone has 16 core subscription then is he allowed to run a domain-controller (without any server instance) on a 16 core CPU box and run a host-controller with a server instances on another 16 core CPU box ?
• When calculating the jboss license count, do JBoss Domain Controller which do not host any application but are used only for managing the JBoss nodes get counted toward the license?
