SPICE is not able to recognize USB device
Issue
SPICE is not able to recognize Universal Serial Bus (USB) device.
This is caused by wrong version of tools being passed to vdsm by guest agent.
Version of tools reported to database contains NON-ASCII characters which causes
Red Hat Enterprise Virtualization Manager (RHEV-M) frontend to disable USB redirection
while creating SPICE session.

Red Hat Enterprise Virtualization Tools for Windows Guests (RHEV guest tools) version 3.0.0-19
Virtual machine with Windows Operating system installed
vdsm version higher than 4.9-110
