Red Hat Enterprise Linux systems kickstarted via Satellite do not register automatically during installation

Issue

• Red Hat Enterprise Linux systems kickstarted via Satellite do not register automatically during installation
• When installing RHEL 6 systems from our Red Hat Satellite, these systems get properly installed, but unlike RHEL 5, the machines do not automatically register themselves on the satellite. We always have to call manually execute rhn_register.
• When viewing the ks-rhn-log the following message is seen:

Error Message:
    Registration failed: RHN Software service entitlements exhausted: monitoring_entitled
Error Class Code: 91
