Can I run a program using different language, without changing the system default language?

Sometimes it is desirable to run a program using a language other then the system default language. It is possible to change the language using an environment variable. For example, use locale command to check the language settings in a terminal under Traditional Chinese environment, this is the result:

$ locale
LANG=zh_TW.UTF-8
LC_CTYPE="zh_TW.UTF-8"
LC_NUMERIC="zh...
