Why do router with namespace-label does not find new project

Issue

• We have a router with a modified dc:

spec.template.spec.containers.args:
        - --namespace-labels=env=ewu

• If label a project, oc label ns test env=ewu. Why we have to redeploy the router. Otherwise, all routes in the project test will not configured in the router.
