[Satellite6] OpenSCAP reports are not visible under Red Hat Satellite WebUI

Issue

• OpenScap reports are not visible under Satellite WebUI.
• puppet run went successfully on the client, however, no OpenSCAP report on the satellite.
• Internal Server Error while uploading the OpenSCAP reports to the Satellite server.
