Initial Deployment of Image Hangs Because QEMU-IMG Gets Stuck
Issue
Some images that a tenant is deploying cause the qemu-img process to hang during the first deployment of that image. The process will never terminate on its own. Manually converting the qcow2 image seems to work fine and additional attempts to deploy the same image eventually lead to successful deployments.
