Impossible to take kdump on server with VT-d enabled, and Infiniband stack activated

Issue

On some servers with VT-d activated and intel_iommu set to on, it is impossible to take a kernel dump because the crash kernel hangs

This happens when there are some virtualized devices (SRIOV), in this case Mellanox ConnectX3 virtual functions (mlx4). The problem
does not happen if the Infiniband stack is not loaded.

The problem is reproducible on RHEL 7.2 GA
