Karaf console prompt is available before fabric is ready

Issue

When starting up a Fuse instance as part of a fabric, the prompt is operational before any fabric: commands are available. This leads to a need to repeat some commands:

JBossFuse:admin@fabric-r01> fabric:container-start fabric-01 fabric-02
Command not found: fabric:container-start
JBossFuse:admin@fabric-r01> fabric:container-start fabric-01 fabric-02
The list of container names: [fabric-01, fabric-02]

The problem is most noticeable when starting up the first container in a fabric, and trying to use that container's console to start the rest of the fabric.
